The real Nucky (Enoch) was the boss of the political machine that controlled Atlantic City. Atlantic City was, in those days, a Las Vegas sort of place, known for sin. Nucky headed up the bootlegging, gambling, and prostitution in the region from 1911 until he went to prison in 1941. He wore flashy suits, drove a baby blue limo, and wore a signature red carnation in his lapel every day. He ran Atlantic City for thirty years. When the FBI finally got him, it was for tax evasion, like Al Capone.
